Putnam County's Main Towns

Below is a snapshot of the places you will hear about most. Each section ends with one key tip to keep you on track with local rules.

Palatka

Palatka is the county seat along the St . Johns River. A big mill expansion by Georgia-Pacific is adding jobs and a brand-new warehouse.  Downtown streets are getting fresh sidewalks and lights.

Zoning tip – Palatka runs on its own city code. Always check city zoning, not county rules, before you build or park an RV.

Crescent City

Wrapped between Crescent Lake and Lake Stella, Crescent City feels like old-Florida charm with oak-lined streets and Victorian homes. Small shops and fern farms support the local scene.

Zoning tip – Crescent City uses its own Land Development Code and even has design rules for new buildings.

Interlachen

Interlachen sits “between the lakes,” near the Ocala National Forest. Mobile homes are welcome in many R-2 blocks, but the town is strict on RV living. A permit is needed for any overnight stay in an RV.

Zoning tip – Ask the Town Clerk about Temporary Use Permits if you want to stay in an RV while you build.

Welaka

Tiny Welaka hugs the St . Johns River and is famous for fishing and RV parks. The town is updating its code now, setting clear lanes for RV parks , tiny homes , and cottages.

Zoning tip – For any RV or tiny-home idea outside a park, call Welaka Town Hall first.

Satsuma

Zoning tip – Check the FEMA flood map before you buy; low-lying riverfront parcels often need raised foundations or extra flood-insurance budgeting.

Understanding County Zoning

In Plain English

Putnam County uses a Land Development Code. The two most common rural zones you will see on our listings are:

  • A or AE (Agriculture) – Five or more acres is normal, mobile homes allowed, animals welcome.

  • R-2 (Residential-2) – Single-family homes , duplexes , and mobile homes okay on smaller lots.

Can you live in an RV full-time ? No. The county only allows short stays or a temporary permit while you build.

Always pull the official zoning from the county map, then call Planning & Zoning at 386-329-0491 if you need a second look.

Growth Initiatives In the Works

What the insiders know...

  1. Jobs on the rise – Putnam was ranked number one in Florida for per-capita job growth in 2024.

  2. $83 million mill upgrade – Georgia-Pacific is adding a 400 000 sq ft warehouse, keeping industry strong.

  3. Road paving and water lines – The county’s Dirt-to-Pave program and East Palatka water main extension are in progress.

  4. Housing projects – Large Planned Unit Developments (PUDs) show builders see big promise here.

Growth means more services, better roads, and rising demand for houses—good news when you own land nearby.
